A neighbour that won't stop complaining about silly things!?

By this time, it sounds like she has quite the history of filing frivolous complaints. I would recommend filing a harment complaint against her, and your other neighbours may want to do so as well. If she knows that her troublemaking is going to get HER in trouble, it may ease off.
