Have 3 dogs 2 are males and the female is in heat and the 2 other dogs have gone crazy need advice fast?

have a 3 yr old male never been fixed and is a outside dog only,we moved and took in a dog 4 a companion and the person who gave us the dog lied and found she was with pups..we had no choice to keep her till they was born,we have got rid of all dogs and pups but kept the 2 no one wanted,they are brother and sis,they are spoiled i will admit,they have slept with us since 7wks,the ***** is in heat and now just yesterday the brother dog has gone crazy and i feel he will have a heart attack.lol...he will not leave her alone and she is not letting him near her but he is also not listen to me as well...he has never spent a night outside but im beginning to think i have no choice,he cries and cries weather he is inside or outside not to mention the outside dog is chained up on a lead line and has not stopped barking for 2 days..he has also been muzzled off and on during the day and night so ppl can try to sleep and during the day when he goes on a 2 or 3 hr bark spree yes he does that non stop off and on all day and night he even barks threw the mesh muzzle!!!! its is crazy here and im at my ropes end...besides keeping them apart the barking is getting outta control and mind you he has been a barker his whole 3 yrs..i know the neighbors are gonna complain and call the cops if they don't stop all this commotion.so main problem is can or is there a way to make the dog stop barking,i don't have 100 dollars 4 shock collars, I'm at wits end!!! and how do i get threw this heat cycle and if i put him outside i know he will cry and bark as well to come in and i am afraid i will give in...any help would be appreciated so much..thanks you
